Guide 
  1. Download "ClockworkMod recovery image" in the link above. You can rename the file to "clockworkmod.img" for your convenience in the next step.
  2. Reboot the device into fastboot mode by pressing and holding down the Power + Volume Down button.
  3. Connect your device to your computer, open the Command Prompt in the path to the file where you clockworkmod.img and enter the following command to flash recovery Nexus 7 (2013)
clockworkmod.img fastboot flash recovery
fastboot reboot-bootloader
Now you can enter ClockworkMod recovery menu by selecting Recovery from the bootloader.

TWRP Recovery Method

Ask 
On the Nexus 7 devices have been installed TWRP ClockworkMod recovery flashable zip file
Carry out installation
  1. Download the ClockworkMod recovery flashable zip file from the link above and copy to your storage device.
  2. Reboot the device into recovery.
  3. Click "Install" and flash the zip file downloaded in step 1.
Reboot into recovery and now OlockworkMod installed on your device Nexus 7.
